綜合計畫處

一、研修綜合性體育法令規章
修訂「全國性民間體育活動團體經費補助辦法」,並進行「國民體育法」全面研修計畫。

二、規劃運動彩券發行事宜
規劃完成「運動彩券發行方案」陳報行政院,並研提「特種公益彩券管理辦法(草案)」供財政部參考,財政部業於12月31日完成草案預告程序並陳報行政院審查。

三、推動運動休閒服務業
(一)活化運動賽會:輔導活化「2005 I.D.S.F.亞洲盃運動舞蹈錦標賽暨台北運動舞蹈國際公開賽」,舉辦「台北舞蹈節」活動,計吸引1萬人次觀眾到現場參觀;另輔導活化「94年全國運動會」,期透過賽會宣導造勢及運動嘉年華、運動博覽會的舉辦,並搭配當地台灣咖啡節等活動,帶動全運會聲勢及活絡地方產業。
(二)辦理運動休閒服務業人才培育:辦理2場運動休閒服務業人才培訓課程,聘請學術界及實務界學者專家就運動賽會規劃與組織、國際賽會舉辦及成功賽會案例等領域進行講授,計培訓300人次。

四、辦理94年精英獎頒獎典禮
於9月9日舉行94年精英獎頒獎典禮,計頒發終身成就獎、最佳男、女運動員獎、最佳教練獎、最佳基層體育奉獻獎、最佳運動精神獎、最佳運動團隊獎等7個獎項。

五、加強體育政策及運動資訊宣導
結合天下、康健等知名雜誌進行「雅典奧運之後∼放眼2006挑戰2008」7期系列議題深度報導,並出版健康臺灣宣導別冊、專刊;發行國民體育季刊,加強體育發展策略與願景之宣導;另透過鐵路車廂及其他平面媒體廣告,擴大宣導各類國際性及全國性賽會活動訊息。

六、型塑體育文化活動照片
為充實體育內涵,傳承優良體育精神,進行體育相關文物、史料之蒐整、保存與發揚。
(一)蒐整保存展示體育文物:輔導充實「台灣高爾夫文物館」及輔導設置「台北縣政府板橋體育場文物館」等2處;另輔導行政院南部聯合服務中心辦理「運動科學巡迴展」及於本體育大樓11樓規劃體育文物展示空間。
(二)編印嘉農棒球史:為蒐整嘉農棒球隊奮鬥歷程及輝煌成果,委託國立台灣體育學院編印「典藏台灣棒球史-嘉農棒球」乙書。

七、辦理本會94年度業務往來單位施政滿意度調查
本會針對所輔導之民間體育團體進行施政滿意度調查,整體施政滿意度為92.42%,相關建議事項作為本會施政業務改善依據。

八、推動業務資訊自動化及強化資訊安全
(一)建構自動化辦公室環境
建構伺服器、個人電腦及印表機等設備,並以T1專線連接至網際網路,使本會同仁皆有專屬電腦並可使用電子郵件及 瀏灠器。另為推動各項業務電腦化,提升行政效率與品質,計完成請假單等5項電子表單及知識管理平臺之建置作業。
(二)強化資訊安全
辦理資安風險評鑑,弱點掃描與防火牆紀錄查核,強化資訊安全,增進民眾對政府施政之信心。另於12月7日至8日辦理4場資安宣導講習會,提升同仁對於資訊安全的知能。

  Department of Planning

1. Reviewed and amended laws and regulations pertaining to sports
Amended the " Regulations Governing Subsidies for Private National Athletic Groups" and implemented a comprehensive review plan for the National Sports Act.

2. Planned for the issuance of an sports lottery
Planned and completed the "Sports Lottery Plan" for submission to the Executive Yuan, and reviewed and submitted "Guidelines for the Management of a Special Public Interest Lottery (Draft)" to the Ministry of Finance. The Ministry of Finance completed the preliminary report process on December 31 and reported its findings to the Executive Yuan for review.

3. Promoted sports and recreational services industries
(1) Vitalized sport competitions: Provided guidance for vitalizing the 2005 IDSF Asian Championships and Taipei International Open and hosting of the Taipei Dance Festival, estimated to attract 10,000 visitors; provided guidance for vitalizing the 2005 sports for National Games in hopes of using competition promotion and the holding of sports festivals and exhibitions in coordination with local events such as the Taiwan Coffee Festival to create support for events while revitalizing local businesses.
(2) Held training seminars for sport and recreational service industry personnel: held two training sessions for sport and recreational service industry personnel in which scholars and experts in the field were invited to speak and teach about event planning and organization as well as the hosting of international events. Estimated total number of trainees was 300.

4. Held the 2005 Elite Awards Ceremony
At the September 9, 2005 Elite Awards Ceremony, a lifetime achievement award, best male and female athlete awards, best trainer, best grassroots contribution to sports, best sportsmanship and best sport team awards were presented.

5. Enhanced physical fitness policy and dissemination of sport information
Coordinated with Commonwealth Magazine, Health and other well-known periodicals' indepth reporting on the "After the Athens Games: Looking Ahead to 2006 and Challenge 2008", publishing special material and information on health in Taiwan. Issued a quarterly people's fitness publication, enhanced the spread of information on strategy and outlook for physical fitness and sports, and placed print ads in railway cars and other locations to publicize various international and national competitions.

6. Helped mold a culture of physical fitness
The department endeavored to enhance a culture more conducive to physical fitness through the collection, preservation and display of various artifacts and historical information related to fitness and sports.
(1) The department helped with the expansion of the Taiwan Golf Museum as well as the construction of the Taipei County Government Panchiao Stadium Museum. Assisted the Executive Yuan affiliated United Southern Service Center in sponsoring a Retrospective on Sports Science as well as arranged and laid out a exhibition of sport artifacts on the 11th floor of the NCPFS building.
(2) The department commissioned the National Taiwan College of Physical Education to write and publish a book chronicling the achievements of the Jianong baseball team. The book is entitled Preserving the History of Taiwanese Baseball: the Jianong Team.

7. Conducted the NCPFS 2005 administration satisfaction survey
The secretariat conducted a survey on behalf of NCPFS to gauge public satisfaction over our administration of private sport groups. The results showed a satisfaction rate of 92.42%, with public suggestions collated for use to improve future administrative tasks.

8. Promoted automation of business information and enhanced information security
(1) Set up an automated office environment
Set up servers, personal computers and printers and established a T1 internet connection so that NCPFS employees could have a more effective computer network as well as access to e-mail and browser services. Efforts were also made to promote the computerization of various administrative items, which increased the efficiency and quality of work. These included the implementation of computerized leave tracking as well as four other forms and the establishment of a knowledge management platform.
(2) Enhanced information security
The department implemented an information security risk audit, including scanning weak points and a review of firewall records. This enhanced information security and increase public confidence in government operations. The department also held an information security workshop on December 7 and 8, 2005 to promote employee knowledge and awareness of information security issues.[Top]

全民運動處

一、提升國民體能與生活品質
輔導各縣市政府、各大專院校及民間體育團體協助推動社區、各年齡層、親子、青年、婦女、銀髮族、身心障礙及原住民休閒體育活動,94年度計推展3,765梯次活動,新增運動人口56萬8,650人。

二、保存發揚固有體育活動照片
(一)輔導台北市、台北縣、宜蘭縣、桃園縣等縣市政府辦理12場次端午龍舟活動,約26萬人次參與。
(二)與文建會、青輔會、內政部兒童局共同主辦的「2005年青少年活力擂台賽-民俗文化體育創意競賽」,全國各地近90隊報名,約4萬6,000人次觀賞。
(三)輔導中華民國太極拳總會等23個團體辦理傳統民俗體育活動,共計38場次。

三、推展原住民體育活動
(一)輔導高雄縣政府舉辦「94年全國原住民運動會」,共有來自20個縣市4,000多名選手參加,競賽種類包括田徑、大隊接力、路跑、桌球…等14項。
(二)輔導中華民國原住民文化體育協會等39個團體辦理各項體育活動,共計55場次。
(三)指導縣市政府輔導原住民鄉鎮市公所辦理各項原住民體育活動,共計24項。

四、加強推展身心障礙國民體育
(一)輔導我國代表團參加2005年墨爾本聽障奧林匹克運動會,榮獲9金4銀3銅佳績。
(二)輔導我國代表團參加2005年冬季世界特殊奧林匹克運動會,榮獲20金13銀10銅佳績。
(三)輔導我國代表團參加2005年世界輪椅暨截肢者運動會,榮獲11金、16銀及6銅佳績。

五、輔導非亞奧運體育團體
輔導已加入國際組織之13個非亞奧運體育團體辦理57項次活動,未加入國際組織之78個非亞奧運體育團體辦理147項次活動及17個全國性體育團體、身心障礙團體及地方性體育團體辦理28項次活動。

六、推動青少年休閒運動
(一)指導各縣市政府配合運動人口倍增計畫,辦理各項青少年休閒體育活動,近2,000梯次,約計20萬人次參與。
(二)輔導相關體育團體辦理武術、民俗、極限運動等活動,近150梯次,活動照片約計5,000人次參與。

七、推展海洋運動
(一)由本會甄選體育替代役役男組成之海洋運動推廣小組,計協助6萬名民眾免費體驗獨木舟、風浪板活動。
(二)充分運用426艘風浪板讓3,000人學會風浪板運動。

八、辦理各項大型活動
(一)輔導中華民國路跑協會辦理「94年我愛台灣元旦晨跑」活動,約有1萬8,000名民眾參加。
(二)輔導財團法人希望基金會辦理「元旦健走,愛心接力」,約有3,000名民眾參加。
(三)本會與中華民國體育運動總會共同辦理「2005年元旦運動嘉年華」,有各項運動體驗,吸引約5萬名民眾參加。
(四)輔導中華民國自行車騎車協會辦理「健康台灣.台灣真行-2005千里單騎環島行」活動。計號召60位大專青年,分成A、B二隊,環繞台灣一圈,途中行經19個縣市、100多個鄉鎮,全長超過1,000公里。
(五)本會於10月8日辦理「2005全國登山日」,當天計有21縣市政府66條路線同步舉辦登山活動,全國約有近10萬人共同參與。
(六)輔導中華民國慢速壘球協會辦理「2006總統盃全國慢速壘球錦標賽」,自9月至12月在各縣市舉行預賽,分為6組,計1,281隊、3萬8,000餘人參賽。
(七)輔導台灣棒球聯盟辦理「2005年總統盃全國業餘棒球錦標賽」,本賽事預賽自94年11月開打,共有150隊、3,000多位好手參賽。

Department of Public Sports

1. Improved the physical fitness and quality of life for the people of Taiwans
Provided guidance and assistance to county and city governments, colleges and universities as well as private sport groups to help in promoting community sports and recreational events for all ages, as well as parent-child, youth, women's, senior, handicapped and indigenous peoples events. In 2005, a total of 3,765 such events were held, bringing 568,605 new participants into sports.

2. Preserved and developed indigenous sports activities
(1) Provided guidance and assistance to the Taipei City, Taipei County, Yilan County, Taoyuan County as well as other county and city governments in holding 12 Dragon Boat Race events attracting approximately 260,000 participants.
(2) Co-sponsored the “2005 Youth Ring Competition-Folk Culture Sports Ingenuity Competition" with the Council on Cultural Affairs, Executive Yuan the National Youth Council, Executive Yuan and the Children's Bureau Ministry of the Interior R.O.C, with over 90 teams registered and approximately 46,000 spectators.
(3) Provided guidance to the National Tai Chi Association, Taiwan, ROC and 23 other groups in hosting traditional and folk sport events, with a total of 38 events held.

3. Promoted sports events for indigenous peoples
(1) Provided guidance to the Kaohsiung County government in holding the 2005 National Indigenous Peoples Olympics, which drew over 4,000 competitors from 20 counties and cities. Fourteen events were held, including track and field events, team relays, road races, and table tennis.
(2) Provided guidance to the ROC Indigenous Cultural Athletics Association and 38 other groups in hosting a total of 55 events.
(3) Instructed county and city governments in providing guidance to indigenous peoples townships, villages and offices in hosting various sports events, with a total of 24 events held.

4. Enhanced promotion of sports for handicapped citizens
(1) Provided guidance and assistance to the Taiwan representatives at the 2005 Melbourne Deaflympic games, where athletes won nine gold, four silver and three bronze medals.
(2) Provided guidance and assistance to Taiwan representatives at the 2005 Special Olympics World Winter Games, where athletes won 20 gold, 13 silver and 10 bronze medals.
(3) Provided guidance and assistance to Taiwan representatives at the 2005 World Wheelchair and Amputee Games, in which Taiwan won 11 gold, 16 silver and six bronze medals.

5. Provided guidance to non-Asian, non-Olympic Games groups
Guidance and assistance was provided to 13 local sport groups that were members of international organizations but were not affiliated with the Asian or Olympic Games in holding 57 events in Taiwan. Assistance was also provided to 78 sports groups that are neither members of international organizations nor affiliated with the Asian or Olympic Games in holding 147 events in Taiwan. Finally, guidance and assistance were provided to seventeen national sports groups, handicapped sports groups and district sports groups in holding 28 events domestically.

6. Promoted youth recreational sports
(1) Provided guidance to various county and city governments for the implementation of plans to increase participation in sports among residents as well as implementing various youth recreational sports events. Nearly 2,000 events were held attracting nearly 200,000 participants.
(2) Provided guidance to related sport groups in holding martial arts, folk sports and extreme sports events. Nearly 150 events were held attracting approximately 5,000 participants.

7. Promoted marine recreational sports
(1) The NCPFS's Marine Sports Task Force, made up of young men on alternative military service, provided free canoeing and windsurfing instruction to 60,000 people.
(2) Procured 426 windsurfing boards to allow some 3,000 people to experience this sport.

8. Held various large-scale events
(1) Provided guidance to the Chinese-Taipei Road Running Association in holding the “2005 I Love Taiwan New Year's Day Morning Jog", which attracted 18,000 participants.
(2) Provided guidance to the Hope Cultural and Educational Foundation in holding its "New Year's Day Healthy Heart Walk," which garnered some 3,000 participants.
(3) Together with the ROC Sports Federation, co-sponsored the 2005 New Year's Athletic Carnival providing various sports experiences and attracting approximately 50,000 participants.
(4) Provided guidance for the Chinese Taipei Cycling Association in holding its "Healthy Taiwan" the 2005 Beautiful Taiwan Round-the-Island Bicycle Tour event. Some 60 university and college students participated in circling the island, passing through 19 counties and cities and over 100 towns and villages covering a total distance of 1,000 km.
(5) The NCPFS held the 2005 National Mountain-Hiking Day on October 8, a day on which 21 county and city governments held simultaneous hiking events on 66 trails. Nearly 100,000 people participated nationwide.
(6) Provided guidance to the Chinese Slow Pitch Softball Association in holding the 2006 President's Cup Slow-pitch Baseball Tournament, with preliminary competition from September through December in various counties and cities, with six groups, 1,281 teams and 38,000 people participating.
(7) Provided guidance to the Taiwan Baseball League in its holding the “2005 President's Cup National Amateur Baseball Tournament". Preliminary rounds got underway in November, 2005, and attracted 150 teams and over 3,000 competitors.[Top]

競技運動處

一、組團參加2005年土耳其伊士麥世界大學運動會
2005年土耳其伊士麥世界大學運動會,我國代表團獲6金2銀4銅佳績,於131個參賽國中排名第9名,創下我國參加世界綜合性運動賽會首度進入前10名佳績。

二、組團參加2005年澳門東亞運動會
2005年澳門東亞運動會,我國代表團獲12金、34銀、26銅共72面獎牌,排名躍升為第4名,僅次於中國、日本及南韓,創我國歷屆參加東亞運獲得金牌數最多的1次。

三、組團參加2005年泰國第1屆亞洲室內運動會
第1屆亞洲室內運動會我國代表團獲5金5銀3銅,並於37個參賽國中排名第9名。

四、辦理參加2006年卡達杜哈亞運會奪金籌備作業
(一)依我國參加歷屆亞運會及奧運會之成績,選定重點培訓種類,並依澳門東亞運參賽成績,調整選手培訓方式,遴選菁英選手實施專案強化訓練。成立「走動式輔導團」專案支援輔導菁英培訓選手,達成階段目標。
(二)擬訂「培訓教練人員待遇支給要點」及「培訓選手津貼支給要點」據以實施,使教練及選手無後顧之憂,全心全力投入訓練。

五、辦理黃金計畫培訓工作
(一)為達成2008年北京奧運勇奪7金目標,擬定「挑戰2008黃金計畫」並報行政院通過,核定重點運動種類計有田徑、游泳、體操、跆拳道、柔道、舉重、射箭、射擊、桌球、羽球、網球、棒球、壘球及高爾夫等共14種。
(二)本計畫依選手之參賽成績與其潛力分級,規劃選列菁英選手55位、A級選手271位、B級選手207位、C級選手254位積極辦理培訓。

六、輔導各地方政府辦理基層運動選手培訓
積極輔導各地方政府發掘、培訓具發展潛力之基層運動選手,選定重點運動,在各地方政府全面設置基層訓練站,辦理運動訓練相關工作,以厚植重點競技運動基礎。本年度計有25縣市辦理19種運動、設置162站、506訓練處、1,155位教練、1萬5,037位選手參與培訓。

七、改善運動成績績優學校運動訓練環境
依據「行政院體育委員會94年度改善運動成績績優學校運動訓練環境經費補助原則」,補助運動成績績優之16個縣市國中、小學與22個高中職,以及參加93年全國中等學校運動會績優學校共134所改善學校運動訓練環境。

八、輔導各單項協會辦理優秀選手訓練營、運動賽會及教練裁判講習
(一)依據本會發布之「全國性亞奧運運動競賽種類團體經費補助及輔導考核辦法」,輔導17個運動協會設置103個訓練中心(營),共269位教練、1,819位選手參加。
(二)輔導41個亞、奧運單項運動協會辦理611場次全國性運動賽會,並完成辦理A級教練研習會共17場次357人,及A級裁判研習會共21場次280人,另輔導17個運動種類辦理菁英選手對抗賽及排名賽共42場次。

九、積極推動優秀運動選手服補充兵役及替代役制度
依「國家體育競技代表隊服補充兵役辦法」及替代役相關辦法,甄選優秀役男儲備隊選手以銜續其訓練及維繫運動生命外,並輔導其參加國際性賽會,計獲15金9銀8銅(人次)佳績。目前國家運動選手訓練中心計培訓23隊、選手180人、運科專長人員17人、體育行政6人、運動傷害防護員6人、物理治療師3人,合計212人。

十、建立運動員獎勵制度
依據「國光體育獎章及獎助學金頒發辦法」規定,本年度計核頒國光體育獎章212人次、獎助學金計新台幣2,520萬元,表現績優協會獎勵金計核發1,280萬元。

十一、加強運動科學研發工作
(一)強化我國參加2006年卡達杜哈亞運會及2008年北京奧運會代表隊訓練績效,輔導國訓中心邀集各運動科學專家學者,籌組運動科學及醫療小組,針對培訓選手個別體能及身體狀況,提供各項運動處方意見。
(二)委託中華奧林匹克委員會辦理運動禁藥管制業務,總計辦理1,296人次運動禁藥檢測,另計有28場次、1,778學員人次參加之運動禁藥管制講座教育宣導,同時亦配合國內運動賽會辦理運動禁藥採樣作業需要,舉辦2場次、參加人員共232人之運動禁藥採樣員講習會。活動照片
(三)依據本會修正發布之「運動科學研究及發展獎勵辦法」,審查頒發運動科學研究獎優等3名。

十二、籌設高地訓練基地
配合阿里山遊樂區內香林國中遷校規劃,利用現址內學校建築與設備整修籌設國家選手訓練中心暫時性(短期)阿里山高地訓練站,至長期高地訓練基地則已納入林務局辦理「阿里山國家森林遊樂區中山村及香林村整建改善計畫」內作整體規劃。

十三、輔導大專校院發展特色運動及體育專業校院改善運動訓練環境
依據本會修訂之「行政院體育委員會輔導大專校院發展特色運動、改善運動訓練環境經費補助原則」,本年度計核定1,971萬元補助24所大專院校辦理發展特色運動,及核定2,710萬元補助21所大專校院改善運動訓練環境。

十四、辦理各級學校專任運動教練輔導事宜
(一)發布「各級學校專任運動教練資格審定辦法」及「各級學校專任運動教練資格審定規費收費標準」,辦理各級學校專任運動教練資格審定,共計1,298人申請,824人通過資格審查。
(二)依據「專任運動教練輔導與管理辦法」及「專任運動教練獎懲考評要點」,辦理專任運動教練薪資、休假旅遊補助、代收代付款等經費撥付事宜。

Department of Competitive Athletics

1. Organized a delegation to participate in the 2005 Universiade in Turkey
The Chinese-Taipei delegation won six gold, two silver and four bronze medals at the 2005 Universiade held in Izmir, Turkey, coming in ninth overall among 131 participating nations. This marked the first time that Chinese-Taipei placed in the top ten medal winners in this event.

2. Organized the delegation for the 2005 Macao East Asian Games
At the 2005 Macao East Asian Games, the Chinese-Taipei delegation came home with 12 gold, 34 silver, and 26 bronze medals for a total of 72, and a fourth-place overall finish, trailing only China, Japan and South Korea. This is the highest number of medals ever won by a Chinese-Taipei delegation at this event.

3. Organized the delegation for the inaugural 2005 Asian Indoor Games in Thailand
At the first ever Asian Indoor Games, the Chinese-Taipei delegation won five gold, five silver and three bronze medals, finishing ninth among the 37 nations competing.

4. Preparation for winning gold at the 2006 Asian Games in Doha Qatar
(1) The department selected focal points for training athletes to participate in the 2006 Asian Games based on past results in the Asian and Olympic Games. Effort has also been made to adjust training methods based on results in the 2005 East Asian Games. Selection of outstanding young athletes has been made for intensified training in the run up to the games and a 'mobile coaching team' has been formed to offer training and support to athletes around Taiwan regardless of their home base.
(2) The department drafted and implemented guidelines for coach remuneration and athlete subsidies so as to allow coaches and athletes to devout their entire time and energy to training.

5. "Gold Project" Training
(1) This department is dedicated to helping Taiwanese athletes achieve the goal of winning at least seven gold medals at the 2008 Beijing Olympics. With an eye toward this end, the department has drafted the "Challenge 2008 Gold Plan," which has been approved by the Executive Yuan. Sports that have been slated for more intense effort toward this goal include track and field, swimming, gymnastics, tai-chi, judo, weightlifting, archery, shooting, table tennis, badminton, tennis, baseball, softball and golf.
(2) Athletes will be grouped according to past results as well as potential to undergo more intensive training. Fifty five people will be designated as elite athletes, 271 other athletes will be assigned to group A, 207 to group B and 254 to group C.

6. Provided assistance for local government in holding grassroots training for athletes
This department assisted local governments in discovering and then training athletes at the grassroots level as well as helped to select focal sports and establish comprehensive training stations. The department also contributed to enhancing related sport training in improving the performance of athletes in the focal sports. A total of 25 counties and cities took part, with 162 training stations, 506 training offices set up to help with 19 focal sports. A total of 1,155 coaches helped to provide instruction and training to 15,037 aspiring athletes in the program.

7. Improved the training environment for schools with outstanding sport records
Based on the Nation Council on Physical Fitness and Sports, 2005 Principles for Subsidizing Improving the Athletic Training Environment of Schools with Outstanding Records in Sports, the department provided assistance to 16 elementary and middle schools and 22 high schools with outstanding sport records, helping to upgrade sport training environments for 134 schools with outstanding results in the 2004 National Secondary School Athletics Meet.

8. Provided assistance to various sports associations to hold elite athlete training camps, sport meets and coach and referee training
(1) Provided assistance to 17 sports associations in setting up 103 training centers or camps, which have served 269 coaches and 1,819 athletes based on the NCPFS Regulations Governing Selection Training and Participation in Competition for Coaches and Athletes in National Delegations.
(2) Guidance was provided to 41 Association for Single Event in the Asian Games and Olympics in holding 611 national sports competitions. Seventeen A-level training workshops were held, serving 357 persons, and 21 A-level referee workshops were held, training 280 persons. Additionally, guidance was provided for 17 sports for 42 events for rankings of young talented athletes.

9. Promoted a system of alternative military service for outstanding athletes
This department provided assistance for outstanding athletes to join reserve units in lieu of military service in accordance with Regulations Governing Supplementary Service for Military Personnel on National Sports Teams as well as pertinent laws regulating alternative military service. The athletes were able to continue their training and sport careers and were provided assistance in taking part in international competitions where they won 15 gold, nine silver and eight bronze medals. Currently the National Sports Training Center is working with a total of 212 people that include 180 athletes from 23 different sports teams, 17 sport science experts, six sport administrators, six trainers and three physical therapists.

10.Established an incentive system for athletes
Based on the regulations contained in the Regulations Governing the Issuance of Guo Guang Athletic Medals and Scholarships, a total of 212 Gou Guang medals were awarded this year, as well as NT$25,200,000 in sport scholarships and NT$12,800,000 in rewards for outstanding sport performance results.

11.Enhanced research and development in sports science
(1) Helped step up training for Chinese-Taipei delegations to the 2006 Doha Qatar Asian Games and the 2008 Beijing Olympics. Provided assistance to the National Sports Training Center in inviting sports science experts and scholars to work with various athletes and teams. Organized sports science and training teams to work on bringing out the fullest potential of each athlete.
(2) Commissioned the Chinese-Taipei Olympic Committee to implement controls preventing Taiwan athletes from using banned substances. A total of 1,296 athletes were tested for banned substances and 28 different workshops were given where 1,778 athletes and coaches were educated on banned substances in sports. The department also helped coordinate drug sample testing in coordination with various sport events held around Taiwan, holding two workshops that trained 232 technicians to carry out tests for banned substances.
(3) Awarded three outstanding sports science research awards based on the NCPFS revised Guidelines for Rewarding Scientific Research and Development in Sports.

12. Planned a High-Altitude Training Base
In coordination with the plan to move the Hsianling Middle School in the Mt. Ali recreational area, used renovations of existing school buildings and facilities to construct a temporary (short-term) national athlete training center, the Mt. Ali High- Altitude Training Station. The department is already part of the Forestry Bureau's Improvement Project for Chungshan and Xianglin Villages, Mt. Ali National Forest Recreation Area I efforts to construct a permanent high-altitude training center.

13. Provided assistance for colleges and universities to develop special sports and for the improvement of sport training environments at physical education colleges
The amount of NT$19,710,000 in assistance was given to 24 colleges for the development of special sports, and NT$27,100,000 in assistance provided to 21 colleges and universities for improvement of their sport training environments based on the NCPFS revised "Executive Yuan National Council on Physical Fitness and Sports, Principles for Subsidizing the Development of Special Sports and Improving Sports Training Environments in Post-Secondary Schools."

14. Provided assistance to full-time sport coaches at various scholastic levels
(1) Announced the "Guidelines for Assessing Qualifications of Full-time Sports Trainers at All School Levels" and the "Payment Standards for Full-time Sports Trainers at All School Levels", and reviewed the credentials of sport coaches at various scholastic levels. Of 1,298 applicants, 824 were approved.
(2) Based on the "Guidance and Management Guidelines for Full-time Sports Trainers" and the "Reward and Reprimand Guidelines for Full-time Sports Trainers", handled matters related to the salary, leave and travel subsidies as well as alternative pay schemes for professional coaches.[Top]

國際體育處

一、開展國際體育交流
(一)積極爭辦國際運動賽會
94年在國內舉辦之亞洲或世界性運動賽會計有14項正式錦標賽、46項國際邀請賽。
(二)輔導籌辦「2009年世界運動會」
1.報院成立跨部會協調機制:自94年10月起召集人由李政務委員應元擔任(原為林政務委員盛豐),本會陳主任委員全壽擔任副召集人,成員包括內政部、外交部、高雄市政府、國際奧會聯絡處、中華奧會等相關機關團體代表。94年已召開5次會議。
2.研商訂定「2009世界運動會及聽障奧林匹克運動會條例」草案:依據行政院2009年高雄世運會協調會第1次會議決議,本會邀集內政部等相關單位代表,針對2009世運會條例草案進行研商,並將評估意見報院核定。另經林政務委員盛豐指示,本會業併2009聽障奧運條例草案,綜整訂定「2009世界運動會及聽障奧林匹克運動會條例」草案,並報院審議。
3.95~98年跨年度工作計畫,專案報院核定:本會擬具「2009年世界運動會籌辦計畫」(95-98跨年度工作計畫),經行政院祕書長函復本會同意依經建會審查意見辦理。
4.2005年世界運動會閉幕接旗表演:2005年世運會於94年7月14-24日假德國杜易斯堡舉行,高雄籌委會在行政院及本會等相關部會共同支援下,組團於閉幕典禮進行20分鐘的壓軸演出,贏得全場觀眾熱烈掌聲,另高雄市陳代理巿長其邁也在4萬名觀眾的見證下,自IWGA朗佛契會長的手中接下會旗,象徵承辦2009世界運動會的重責大任,正式由高雄巿承擔,也為2005年世運會劃下完美的句點。
(三)賡續輔導臺北市政府暨聽障協會籌備2009年聽障奧林匹克運動會:
1.輔導臺北市政府暨聽障協會籌組40人考察團赴澳洲考察2005年墨爾本聽障奧林匹克運動會實地辦理情形,並已完成詳實之考察報告書,俾利參考。
2.臺北市政府召開2次籌備委員會議,有關籌備委員會組織架構、設置要點及籌備處編組情形大致底定。
(四)輔導臺北市政府申辦2009年第121屆國際奧會年會暨第13屆奧林匹克大會:
1.本會商請臺北市代表我國申辦該年會,並邀請中華奧會、臺北市政府等相關單位密集召開會議,依限提出申辦文書。
2.經國際奧會於召開之國際奧會執委會期間進行初選,我國入選為候選城市(共計9個),國際奧會將於95年2月舉行之第118屆年會時,決定最後主辦城市。
3.協助臺北市政府及中華奧會完成文宣手冊及候選城市光碟,並依規定送達國際奧會,由國際奧會轉送與會之委員。
(五)參與國際體育運動交流活動活動照片
1.輔導高中體總分別組隊參加2005年世界中學生網球錦標賽,獲得男生組冠軍、女生組亞軍;2005年世界中學生籃球錦標賽,獲得女生組第5名;2005年世界中學生足球錦標賽,獲得女生組季軍;2005年世界中學生游泳錦標賽,獲得男生團體第5名、女生團體第5名,以及個人賽銀牌2面及銅牌1面。
2.輔導臺北市組團參加2005國際少年運動會,獲得8金、3 銀、3銅佳績。
(六)出席國際會議與邀請國際體育人士訪華活動
1.輔導國內體育團體出席國際會議計105項次、136人次。
2.邀請26位國際體壇重要人士來台訪問,爭取國際人士對我國的支持與認同。
(七)培訓國際體育事務人才
輔導中華奧會遴派優秀青年代表、國際體育事務人員及國際事務委員會委員等出席相關國際會議或活動計20項次。
(八)積極爭取擔任國際體育運動組織重要領導職務
1.目前我國籍人士擔任國際體育組織職務者,計105人,其中有8位會長(主席)、20位副會長(副主席)、7位秘書長。
2.目前秘書處設於我國之國際運動組織計有世界花式撞球運動協會、國際木球總會、國際太極拳總會、亞洲運動舞蹈總會、亞洲擊劍聯盟、亞洲空手道聯盟、亞洲暨大洋洲合球聯盟、亞洲合氣道總會、亞洲十字弓總會、亞洲拔河運動總會、亞洲輪椅運動總會、亞洲輕艇總會、亞洲長春高爾夫總會等13個運動組織。
3.本會國際處張處長芬芬於2005年國際少年運動會會員大會進行國際少年運動會(International Children’s Games,簡稱ICG)主席、副主席、秘書長、財務長、常務委員會(Excutive Committee)委員及執行委員等重要執務改選會議中,獲全數會員支持榮膺ICG常務執行委員一職,顯示我國長期以來對於國際少年運動會的支持與付出獲多數會員城市認同。
(九)加強海外僑社體育活動聯繫:輔導海外僑社舉辦2005年第21屆金山灣區華人運動會、25屆洛杉磯全美華人運動會、南非復活節華僑運動大會;另指導輔仁大學籌組體育表演團,分別赴金山灣區華運會及洛城龍舟賽,進行表演,以促進體育交流,宣慰僑胞。活動照片

二、加強兩岸體育人員互訪,促進兩岸體育專業交流
(一)審查大陸地區體育專業人士來臺參訪之專業造詣:94年大陸地區體育專業人士來臺參訪之專業造詣審查案件,計約198團、1,205人次,同意1048人次,主要來臺人士屬桌球、武術,其次為高爾夫、滑冰、舞蹈等領域。
(二)加強兩岸體育人員及運動團隊交流:中華奧會先後組織「全民運動及基層體育行政人員訪問團」、「運動教練及運科人員訪問團」、「大陸高地訓練基地及運動場館訪問團」、「大連國際馬拉松訪問團」、「第九屆兩岸奧會體育交流座談訪問團」赴大陸參訪交流;大陸奧會亦分別組織「運動醫學訪問團」、「女性運動人員訪問團」、「兩岸奧會交流座談訪問團」、「全民體育訪問團」、「體育總會行政人員訪問團」、「大陸武術表演訪問團」來台參訪交流。
(三)加強兩岸體育交流宣導及資訊蒐集
1.為加強兩岸體育交流宣導,賡續輔導中華奧會進行奧會模式暨兩岸體育交流規範宣導,所辦理之裁判、教練講習會計12場次,230人出席。
2.另編印「代表團出國講習會手冊」,納入奧會模式暨兩岸體育交流規範等重要資訊,提供我國家體育運動代表團隊參考使用,並辦理行前講習會,以加強觀念宣導,計辦理12次,230人參加。

Department of International Sports

1. Participation in International Athletic Exchanges
(1) Actively Competing to Host International Sporting Events In 2005, Taiwan hosted a total of 14 regional or global sport tournaments as well as 46 international invitationals.
(2) Guidance and Assistance in Preparations for the World Games 2009
A. Established an Interdepartmental Cooperation Mechanism: Mr. Li Ying Yuan took up the post of chairman of the department beginning in October 2005. The position was formerly held by Lin Sheng Feng. The Chairman of the NCPFS, Chen Chiuan Shou, is the vice chair of the department. Members include representatives from various departments and organizations such as the Ministry of the Interior, Ministry of Foreign Affairs, Kaohsiung City Government, International Olympic Committee Liaison Office, and Chinese Taipei Olympic Committee. The committee met 5 times in 2005.
B. Researched and Drafted Plans Regarding the World Games and Deaflympics 2009: Based on the resolution passed at the first meeting of the Executive Yuan's 2009 Kaohsiung World Games local committee, NCPFS will call together Ministry of Interior representatives to research and discuss the World Games 2009 draft proposal. In addition, the committee will appraise and, after making any necessary changes, ratify the resolution. In accordance with former Chairman Lin's directive, this committee will create a combined draft resolution that covers both the World Games and Deaflympics 2009 and deliberate further with the committee.
C. Ratification of the Multi-Year Operational Plan 2006 - 2009: NCPFS drew up the Plan Regarding the World Games 2009 as a part of the Multi-Year Operational Plan. In reply to a written request by the NCPFS, the Secretary General of the Executive Yuan agreed to allow the Council for Economic Planning and Development, Executive Yuan to give proposals and suggestions for this plan and proceed on their findings.
D. The Passing of the Flag at the World Games 2005 Closing Ceremony: The 2005 World Games were held from July 14 to 24 in Du???????t?e????ioisburg, Germany. The Kaohsiung games organizing committee, with the combined support of the Executive Yuan, the NCPFS as well as other related organizations and departments, attended the closing ceremony where they gave a crowd-pleasing 20-minute performance. Acting Kaohsiung Mayor Chen Chi-mai received the World Games banner from International World Games Association (IWGA) chairman Ron Froehlich in front of the 40,000 strong audience, symbolizing Kaohsiung officially taking on the large responsibility of hosting The World Games 2009.
(3) Continued Assistance and Guidance to the Taipei City Government and Chinese National Association of the Deaf in Their Preparations for the Summer Deaflympics 2009:
A. Assisted the Taipei City Government and the Chinese National Association of the Deaf to organize an investigation mission to visit Australia and observe the Melbourne 2005 Deaflypmics, which gave the mission a first-hand look at how the games were run. Upon returning, the 40 member group issued a detailed investigative report that will be an invaluable reference for the games organizers.
B. Taipei City Government convened two meetings of the Deaflympics Organizing Committee. During these sessions, members were able to set down the basic responsibilities of the committee. The structure of the organization was determined and preparatory tasks were delegated to smaller working groups also set up at the meeting.
(4) Assist the Taipei City Government in their bids to host the 121st International Olympic Committee (IOC) Session and the 13th Olympic Congress, both in 2009:
A. NCPFS discussed with Taipei City representatives the city's bid to bring the IOC Session to Taipei in 2009 and also requested that the Chinese Taipei Olympic Committee, Taipei City Government, and other related agencies hold intensive meetings regarding the bids and turn in the application materials to the IOC in a timely manner.
B. Following the preliminary selection by the IOC Executive Board, Taiwan was among the nine candidate cities who h???????t?e????ioad applied to hold the 13th Congress in 2009. The final decision will be made in February 2006, during the IOC's 118th Session.
C. This department assisted the Taipei City Government and the Chinese Taipei Olympic Committee in completing their promotional handbook and candidate city CD-ROM. Both were sent to the IOC, per application rules, which will distribute them to their members for consideration.
(5) Participation in International Athletic Exchange Activities
A. NCPFS helped the Chinese Taipei School Sport Federation form a high school tennis team to participate in the 2005 World High School Tennis Tournament, where the boy's team came in first place, with the girl's coming in second. The Chinese-Taipei high school girl's team came in 5th place in the World High School Basketball Championship 2005, with the girl's soccer team faring even better at the World High School Football Championship 2005, coming in third overall. Both the boy's and girl's teams came in 5th at the World High School Swimming Championship 2005, while in the individual competition two students earned silver and one earned bronze.
B. The NCPFS helped Taipei City's delegation attend the International Children's Games 2005, where participants earned a total of 8 gold, 3 silver, and 3 bronze metals.
(6) Sponsored Attendance of International Conferences and Invited International Sports Figures to Visit Taiwan
A. Assisted 136 representatives of domestic sport groups to attend 105 international conferences.
B. Invited a total of 26 international sports VIPs to Taiwan, boosting support and recognition for Taiwan around the world.
(7) Cultivation of International-Caliber Sports Figures
This department assisted the Chinese Taipei Olympic Committee in their selection of outstanding young athletes, international sports administrators, and members of international sport administrative committees to attend a total of 20 international activities.
(8) Pursuing Leadership Positions in International Athletics Organizations
A. Currently, there are 105 Taiwanese holding leadership positions in international sports organizations, of these, 8 hold the chairmanship of their organization, 20 are vice chairs, and 7 are secretaries general.
B. The following international sport organizations maintain their secretariats in Taiwan: the World Pool Association, International Woodball Federation, World Taekwondo Federation, Asian Dance Sports Federation, Asian Fencing Confederation, Asian Karate Federation, Asian and Oceania Korfball Federation, Asian Aikido Federation, Asian Aikido Federation, Asian Tug-of-War Federation, Asian Wheelchair Sports Federation, Asian Canoe Confederation, and World Senior Golf Federation.
C. The NCPFS international division chairwoman attended the meeting of the International Children's Games Committee (ICG), where the new leadership was chosen. Chairman, Vice Chairman, Secretary General, Finance Minister, Executive Committee, and Administrative Committee members were all decided at the meeting. She received the honor of being appointed unanimously to a position on the ICG Administrative and Executive Committees, recognizing Taiwan's long term support of the ICG.
(9) Strengthen Liaisons with the Overseas Chinese Community through Athletic Activities: Assisted the Overseas Chinese Community in holding the 21st Taiwanese and Chinese American Athletic Tournament in San Francisco (TCAAT) 2005, the 25th Chinese American Athletics Tournament in Los Angeles, and the SACSA Easter Athletic Tournament 2005. The NCPFS also provided guidance to Fu Jen Catholic University in establishing an Athletics Performance Team, which performed at both TCAAT 2005 and the Los Angeles Dragon Boat Race in order to establish connections with the overseas Chinese community.

2. Strengthening Athletic Exchange with China
(1) In 2005, 198 professional sports groups from China visited Taiwan. Of the 1,205 who applied, a total of 1,048 athletes were allowed to visit. Most of those visiting were table tennis and martial arts athletes, but visiting delegations also included golfers, figure skaters, and dancers.
(2) Strengthen interaction between Taiwanese and Chinese Athletes and Sports Teams:
Various delegations made visits to China, including the Chinese Taipei Olympic Committee, Public Sports and Grassroots Athletics Administrative Visiting Committee, Athletic Coaches and Sports Scientist Visiting Committee, China Highlands Training Base Mission, Sports Field and Arena Visiting Committee, Dalian International Marathon Visiting Committee, and the 9th Taiwan-China Olympic Association Cooperation Seminar Mission. The Chinese Olympic Committee also organized visits to Taiwan by Chinese groups, such as the Sports Medicine Mission, Female Athlete Visiting Mission, Seminar Mission for Cooperation between the Two Olympic Associations in the 2008 Beijing Olympics, Public Sports Delegation, Sports Federation Administrative Committee, and the China Martial Arts Performance Group.
(3) Strengthened Channels for Athletic Interaction and Information Collection between Taiwan and China
A. In order to develop new and strengthen existing sport interaction opportunities with China, the NCPFS continues to assist the Chinese Taipei Olympic Committee in transmitting the Olympic model and regulations regarding athlete exchange. With this as their goal, the Chinese Taipei Olympic Committee held 12 short-term training sessions for sports referees and coaches in 2005, with a total of 230 participants.
B. Published the Representative Mission Short-Term Training Handbook, outlining the ideals of Olympic competition, important principles regarding sport exchange and interaction with China and other vital information. The handbook was commissioned for the reference of Taiwanese sport representative missions traveling abroad or those planning training sessions with Chinese teams in order to give them a better foundation in the organization's basic principles. There were a total of 12 training session held, with 230 participants.[Top]

運動設施處

一、充實改善國民運動環境設施活動照片
(一)為鼓勵民眾從事正當休閒運動,輔助地方政府及其他機關規劃或興設自行車道計16案、各類型運動設施計49案,及建構「綠色運動休閒旅遊網絡」,以滿足民眾多元運動需求。
(二)輔助雲林縣政府興設國際標準棒球場,並規劃興建2009年世界運動會主場館,以做為2009年世界運動會開、閉幕主場地及相關比賽項目之場地,做為爭取國際綜合性運動賽會在台舉辦之基礎。

二、運動設施之規劃與管理
(一)為對高爾夫球場建立良善的管理機制,以保障民眾運動的權利,訂定「高爾夫球場管理條例」(草案),並陳報行政院審議。
(二)為保障民眾運動權益,研修「健身房(體適能中心)定型化契約應記載及不得記載事項」(草案),並送行政院消費者保護委員會審議。
(三)配合「營造英語生活環境行動方案」,完成「台灣地區自行車道、體育場設施雙語化標示規劃與建置」專案研究,並將研究結果納入本會施政計畫中執行。
(四)辦理「促進民間參與運動設施建設業務講習會」,加強各級政府之體育行政業務人員及各體育場經營管理人員對於促參法及運作實務的瞭解,期使運動設施在民間參與、公私協力推動下蓬勃發展。

Department of Sport Facilities

1. Increase and improve public sports facilities
(1) To encourage the public to partake in suitable leisure sport activities, the Department of Sports Facilities has assisted local governments and other agencies to plan and construct 16 bike paths as well as 49 sports facilities of various types. To satisfy the diverse sport demands of the public, it has also established the "Green Sports, Leisure and Travel Website."
(2) Assisted the Yunlin County government to build an international-standard baseball stadium. The department also helped to plan and build an arena for the 2009 World Games in Kaohsiung, which will be used to host the opening and closing ceremonies as well as several competitions at the World Games. The facility will be used as a standard for making future bids to hold international sports competitions.

2. Planning and Management of the Sports Facilities
(1) In order to establish a sound management mechanism for golf courses to help guarantee the right of the public to participate, this department drew up the Golf Course Management Guidelines (draft) and submitted it to the Executive Yuan for approval.
(2) The standardized agreements for health clubs and fitness centers specifying what can and cannot be recorded in order guarantee the rights of the public to participate in sports activities (draft) has been submitted to the Consumer Protection Commission of the Executive Yuan for consideration.
(3) Worked with the Action Plan for Building an English Living Environment to complete the development of bilingual signs for Taiwan's bicycle lanes and sports facilities.
(4) Organized the "Seminar for Promoting Private Participation in the Construction of Sports Facilities" to enable sports administration personnel of all levels of government and sports facility managers to gain a better understanding of the Promoting Private Participation in the Construction of Sports Facilities Law as well as its practical aspects in hopes that sports facilities will flourish with the help of both the public's participation as well as assistance in promotion from both the private and public sectors.[Top]
