綜合計畫處
一、研修綜合性體育法令
考量國家體育政策發展需要,配合行政程序法等相關法令之實施與授權,將涉及人民權益及需明確規範之重大事項,全面研修「國民體育法」及綜合性體育法規命令。
二、規劃發行運動彩券
基於政府體育經費長期不足,影響體育事務之推廣,爰配合財政部所完成運動彩券發行法源依據,規劃推動運動彩券發行實施方案及配套措施,使盈餘專款專用於體育運動之推展,為民眾創造良好運動環境。
三、研修體育白皮書
本會已組成專案小組,著手推動體育白皮書修訂事宜,預計於95年完成修訂,出版「中華民國體育白皮書-2006年版」。
四、推動運動休閒服務業
配合行政院推動服務業發展政策,推動建構有利於運動休閒服務業發展環境,賡續辦理人才培訓,並活化運動賽會舉辦模式,鼓勵民間業者參與贊助運動賽會週邊產業活動,創造運動賽會商機。
五、加強運動資訊宣導
運用平面、電子媒體及網際網路等多重管道途徑,宣導體育政策理念,提供民眾有關運動資訊、運動安全、體育政策、施政目標及體育活動等資訊,鼓勵民眾重視運動、健康與休閒生活充實民眾體育內涵。
六、保存與傳承優良體育文物
蒐整保存體育文物及史料,喚起各界對於充實體育文化內涵之重視與認同,共同加入守護體育文化的行列。
Department of Planning
1. Overall review on laws related to sports
Consider the requirements for developing a physical fitness and sports policy for the nation, coordinate with the implementation and authorization of the Administrative Procedures Act, incorporate major items relating to the people's rights and which require clear regulation into a comprehensive revision of the "Citizens' Physical Fitness and Sports Law” and general regulations related to sports and physical fitness.
2. Plan and issue an sports lottery
The long-term shortfall in government funding for sports and fitness has led to a negative impact in the promotion of these activities. In compliance with the Sports Lottery Issue Law drawn up by the Ministry of Finance, the NCPFS will plan, promote and carry out a sports lottery with the proceeds used to develop sports and fitness throughout Taiwan, thus creating an overall healthy atmosphere for our citizens.
3. Review and revise the "White Paper on Sports"
This NCPFS has already established a task force to jointly promote the revision of the Sports White Paper. The task is slated to be completed in 2006, with the publication of the "2006 Edition of the Republic of China White Paper on Sports."
4. Promote the sports and recreation service industry
In coordination with the policies of the Executive Yuan on the promotion of service industries, the NCPFS is promoting the establishment of an environment favorable to the development of the sports and recreation service industry. Measures include continuing the training of personnel, developing paradigms for sponsorship of sports events, encouraging private businesses to take part in sponsorship activities peripheral to sports meets, and creating business opportunities related to such meets.
5. Enhance the dissemination of information on sports and fitness
The NCPFS will use diversified channels, such as print and electronic media as well as the Internet to disseminate concepts relating to sports and fitness policy, provide people with information pertaining to sports and sports, sports safety, sports policy, and information on operational goals and activities. This will hopefully encourage people to place more emphasis on sports and healthy recreational activities, which in turn will enrich the sport and sports components of their lives.
6. Preservation of sports artifacts
Effort will be given to collect and preserve artifacts related to sports. We would like to call on all circles in Taiwan to emphasize and recognize the meaning of sports culture and join ranks in preserving and handing down sports-related culture to the next generation.[Top]
全民運動處
一、提升國民體能與生活品質
為推展全民運動,擴增規律運動人口,提升國民體能,持續推展運動人口倍增計畫、大專青年社區運動指導服務計畫、海洋運動發展計畫,並針對青少年、婦女、銀髮族及上班族等,推動適宜的健康休閒體育活動,並藉由大專青年深入社區指導各項體育活動,以落實運動融入生活,提升國民體質之目的。
二、保存發揚固有優良體育活動
為保存發揚固有之優良體育活動,輔導縣市政府配合節慶,辦理端午龍舟競賽等傳統民俗體育活動,並輔導相關單位、體育團體辦理民俗體育活動。
三、推展原住民體育活動
(一)籌辦96年全國原住民運動會,積極規劃相關籌備工作事宜。
(二)為推動原住民族群參與運動,加強體育推展,指導各縣市政府輔導55個原住民鄉鎮、原住民團體,辦理各類體育運動活動,另輔導相關團體進行原住民體育活動之推展。
四、加強推展特殊體育
(一)輔導宜蘭縣政府舉辦95年全國身心障礙國民運動會。
(二)辦理特殊體育研習活動、輔導身心障礙體育運動團體、加強身心障礙運動選手培訓等。
五、推動青少年休閒運動
為建立青少年運動生活化觀念,並配合青少年政策白皮書,辦理各項青少年休閒運動推展計畫,包括整合政府機關及民間之資源,統籌推展青少年休閒運動。
六、推展海洋休閒運動
彙編台灣海洋運動休憩地點,供民眾參考;與企業合作推展,每年新增10萬名海洋運動人口;協助縣市政府推廣10項海洋運動;與相關機關、廠商合作發展海洋運動產業。
七、辦理各項大型活動
辦理2006全國登山日,2006千里單騎環台行等大型活動及指導舉辦95年全民運動會,提升本會能見度,增進與民眾良好互動關係。
八、執行2009世界運動會培訓計畫
重點輔導相關協會積極參與世運會單項運動競賽;加強輔導國內世運會單項運動協會之發展及活動推展,並積極規劃2009年世界運動會競賽項目選手選拔及培訓工作計畫,依不同運動種類發展現況及歷屆參賽成績,擬訂不同策略。
Department of Public Sports
1. Improve the physical fitness and quality of life for the people of Taiwan
The department is dedicated to promoting the physical activity among all people in Taiwan through finding ways to increase the number of people who exercise regularly. Plans are in the works to provide services to universities and technical colleges to enhance sports and fitness programs as well as a plan to develop ocean sports. There are initiatives aimed at youth, women, senior citizens and working people to provide appropriate recreational and sports activities for all members of the community. The department would also like to see more university and college students take charge of these community programs and help raise awareness among the general populace regarding fitness and sports.
2. Preserve and develop indigenous sports activities
The department is dedicated to preservation and development of indigenous sports and games. Guidance and assistance is provided to county and city governments to help coordinate festivals, in holding traditional sporting events such as Dragon Boat races as well as to organizations and other sport groups that hold folk sport events.
3. Promotion of sports events for indigenous peoples
(1) Plans and preparatory work are underway for the 2007 National Indigenous Peoples Games.
(2) The department is dedicated to promoting the participation of indigenous peoples in sport events as well as promoting sports and fitness in indigenous communities. The department is instructing county and city governments in providing guidance to 55 indigenous townships, villages, and groups in holding various types of sport events as well as helping them to promote the events.
4. Further promote special sports
(1) The department has provided guidance to the Yilan County government in holding the 2006 National Paralympics.
(2) The department has held special sports learning events, guided disabled sports groups, and enhanced the training of handicapped athletes.
5. Promote youth recreational sports
The department is dedicated to the task of enhancing the concept of an active and healthy lifestyle among young people in Taiwan. This task is carried out in coordination with the white paper on youth policy, which seeks to implement various youth recreational sports and fitness plans that integrate the resources of both government agencies and the private sector.
6. Promote marine recreational sports
The department has compiled a list of marine recreational locations for the reference of residents of Taiwan, while cooperating with businesses and related organizations in promoting marine sports. There are plans to increase the number of marine sports participants by 100,000 per year while assisting county and city governments in promoting ten different types of marine sports.
7. Hold various large-scale events
The department will hold the 2006 National Hiking Day, the 2006 Thousand-Kilometer Bicycle Tour of Taiwan, and other large-scale events. The department will also provide assistance and guidance for the 2006 Sports for All Games so as to help increase the visibility of the NCPFS and increase interaction with the residents of Taiwan.
8. Implement the training plan for the 2009 World Games
Efforts are being conducted to offer guidance to related sports associations to help them take part in the 2009 World Games. This includes developing domestic World Game associations as well as for the selection and training of local competitors for events in the games. Strategies for success in the games will be based on present developments of athletes as well as results of competitors in previous competitions that are part of the World Games.[Top]
競技運動處
一、積極培訓優秀選手參加2006年卡達杜哈亞運會
建立亞運會專案小組支援輔導體系、評估亞運奪牌運動種類及項目,遴選菁英選手實施專案強化訓練,成立「走動式輔導團」專案支援輔導菁英選手。
二、推動挑戰2008黃金計畫
為貫徹總統挑戰2008北京奧運勇奪7金指示,本會研擬推動挑戰2008黃金計畫,篩選具發展潛力選手分列菁英、A級、B級與C級予以積極培訓,並籌組輔導及運科小組給予相關訓練協助,藉以強化提升菁英選手競技水準,以達使命。
Department of Competitive Athletics
1. Train outstanding athletes for participation in the 2006 Doha Qatar AsianGames
A working group was established to provide a support and assistance system to assess Taiwan's medal chances in various events at the upcoming Asian Games. This includes selecting outstanding young competitors for special training to enhance their skills and the establishment of a "mobile assistance team" to monitor and assist participating athletes with training.
2. Promote the Challenge 2008 Gold Medal Plan
With an eye to fulfilling the president's challenge to win seven gold medals at the 2008 Olympics in Beijing, the NCPFS is looking into ways to implement a program toward this end. Athletes with potential will be chosen and separated into levels A, B and C for further intensive training. The goal is for sport science expert groups to provide the needed training assistance to enhance the technical level of competitors and help them to fulfill their Olympic mission.[Top]
國際體育處
一、促進國際體育交流
為提升國內選手運動能力和奪牌實力,促進國際體育交流,包括加強國際運動組織聯繫、爭取主辦各項國際運動競賽在臺舉行、參與國際運動競賽、培訓國際體育事務人才、爭取擔任國際組織重要職務等措施,有助於國家永續競爭力的深耕。此外,並加強輔導籌辦「2009年世界運動會」及「2009年聽障奧林匹克運動會」。
二、申辦2009年IOC年會及2011年世大運
為拓展我國際體育空間及提升國際能見度,我國將在2009年台北聽障奧運及2009年世運會成功的基礎上,繼續積極爭取各國際重要運動賽會來台舉行,並以輔導台北市申辦2009年國際奧會(IOC)年會及高雄市申辦2011年世大運為短期工作目標。
三、以「奧會模式」為基礎,建立和諧互惠的兩岸體育交流
有鑑於各體育團體對於我國或大陸主辦的國際賽會涉及之「奧會模式」適用問題、兩岸體育交流處理規範等相關議題仍多有疑慮,本會委託中華奧會進行有關「奧會模式」宣導計畫,加強辦理教育訓練及座談會,以落實政策宣導,並定期舉辦兩岸奧會會談,建立溝通機制,及透過各種民間體育運動團體辦理兩岸體育活動,建立多管道交流。
Department of International Sports
1. Promoting international sports exchange
The Department of International Sports is dedicated to helping Taiwan athletes thus improving their chances for medal success in international meets through international sport exchange. The department goes about this task by liaison work with international sport organizations, striving to host international-caliber competitions in Taiwan, seeking opportunities for athletes to participate in competitions abroad, training local administrative personnel for work in international sports and striving to obtain influential posts in international sport organizations. These measures are seen as conducive to helping Taiwan stay competitive in the international sport arena. Toward this end, the department is stepping up guidance and assistance for preparatory work for the 2009 World Games to be held in Kaohsiung and the 2009 Deaflympic Games in Taipei.
2. Apply to host the 2009 IOC Congress and 2011 Universiade
The department is dedicated to creating more opportunity for Taiwan in the realm of international sports and to help raise Taiwan's international recognition. Toward this end, the department has been instrumental in helping to win the bids for the 2009 World Games in Kaohsiung and the 2009 Deaflympics in Taipei. Taiwan will continue to seek opportunities to host major sport events, with a bid for Taipei to host the 2009 International Olympic Committee Congress in 2009 and Kaohsiung to host the 2011 Universiade as more immediate objectives.
3. Establishing mutually beneficial sport exchanges with China based on the Olympic model
As many Taiwan sports groups have expressed concerns over the use of an Olympic model for the holding of international sport events in Taiwan or China as well as the standards for sport exchange with China, the NCPFS has commissioned the Chinese- Taipei Olympic Committee to undertake a publicity campaign that would include educational training programs and seminars to bring to bear policy initiatives. These initiatives include holding regular meetings between Taiwan and China's Olympic committees, establishing communication mechanisms with China and going through private sport organizations to hold various competitions with China, thereby establishing diverse channels for exchange.[Top]
運動設施處
一、規劃全國自行車道系統,建構綠色休閒運動網絡
結合各縣市運動休閒設施及觀光旅遊景點,規劃設置運動休閒自行車道系統,整合現有自行車道,提供民眾健康、優質之運動休閒環境,並營造多元便利之旅遊網絡。
二、規劃興建國際標準運動場館,提升競技運動水準
規劃興建2009年世界運動會主場館,以做為2009年世界運動會開、閉幕主場地及相關比賽項目之場地,做為爭取國際綜合性運動賽會在台舉辦之基礎。並與各級政府分工合作、相互配合,建立區域性運動賽會、全國運動賽會及國際大型運動賽會等設施網絡。
三、均衡增設城鄉運動場地,滿足民眾需求
為便利民眾從事運動,依據各地民眾之需求、規劃設置運動場館,並輔助地方政府興(整)建各類型運動設施,95年度將以「綠地計畫」為主軸,輔導地方政府設置開放式、大坪數草地之運動公園,提供民眾運動、休閒、遊憩場所,使民眾均能享有優質的運動休閒環境。
四、執行「運動消費者保護方案」
辦理運動場館消費者保護研習會,推動運動消費者保護工作,督促運動設施經營者重視運動場館之衛生安全及經營管理,以維護消費者權益。另為保障民眾運動權益,本會已研擬完成健身房(體適能中心)定型化契約之應記載及不得記載事項草案送行政院消費者保護委員會審查,期透過應記載及不得記載事項之公告,達到具體拘束健身房業者之效力,減少消費糾紛之發生。
五、規劃設置國家運動選手訓練中心計畫
為提供我國優秀運動選手良好訓練環境,提升菁英選手競技水準,95年度將朝「充實培訓場地設施、設備」及「強化國家運動選手培訓體系」等目標執行,以改善國家運動選手訓練中心的設備品質,期能提升我國運動競技水準及國際體育競賽成績。
Department of Sport Facilities
1. Plan a national network of bicycle paths, building a environmentally-friendly recreational sports network
The department is working on linking together the recreational and tourist spots of various counties and cities through a network of recreational bicycle paths and recreational facilities. The plan is to integrate new paths with existing ones to provide a healthy and high-quality recreational environment for residents as well as to create a diverse, convenient travel network.
2. Planning and construction of international-caliber arenas and stadiums to help raise the standard of athletics in Taiwan
Plans are underway to construct a main stadium for the 2009 World Games to be held in Kaohsiung, which will serve as a venue for the opening and closing ceremonies as well as a site for some competitions. The stadium will then be used as a base to try and lure other international competitions to be held in Taiwan. Efforts are also being made to cooperate with local governments on all levels in Taiwan to establish a facilities network to host regional, national and major international competitions throughout Taiwan.
3. Creating more of a balance through construction of sports facilities in rural areas
The department in coordination with local governments will implement plans to develop more parks and sport facilities in 2006 for residents to take part in exercise and other healthy recreational activities. The parks and facilities will be built according to demand and be conducive to public convenience in taking part in outdoor activities.
4. Protecting consumer interest
The department will hold various symposia in which to instruct health facility operators on how to protect consumer interest through placing emphasis on hygiene and safety issues as well as proper operational management techniques. The department will submit a draft to the Consumer Protection Commission, Executive Yuan that outlines stricter guidelines for health clubs in Taiwan to follow. It is hoped these new measures will improve conditions in health clubs and reduce the occurrence of consumer disputes regarding the industry.
5. Plans for Settimg up the National Sports Training center
There will be more effort given to enhancing training sites and facilities in 2006 in order to provide outstanding Taiwanese athletes with a more state-of-the art environment for optimal training. Hopefully such initiatives will raise the overall quality of local competitors, resulting in better results in international competitions.[Top] |
