綜合計畫處綜合計畫處

一、研修綜合性體育運動法令規章
   修訂「全國性民間體育活動團體經費補助辦法」;參考IOC組織架構及國外立法例,配合我國體育團體運作模式,研修「國民體育法」。
二、規劃運動彩券發行事宜
   行政院於95年10月13日修正核定「運動特種公益彩券管理辦法」(草案),財政部於10月25日發布「運動特種公益彩券管理辦法」,本會於12月29日向財政部提出運動彩券發行之申請。

三、推動運動休閒服務業發展 活動照片
  (一)活化運動賽會:輔導活化「2006台灣國際馬拉」
  ,達到以賽會行銷地方產業目的;輔導活化「
2006國際自由車環台賽」,藉賽會行銷我國觀光
產業;輔導活化「2006 IDSF世界盃十項運動舞
蹈錦標賽暨台北國際公開賽」,宣傳行銷賽會;
輔導活化「2006日月潭國際萬人泳渡嘉年華活動
」,延續觀光人潮。
  (二)辦理運動休閒服務業人才培育:為推動服務業人
  才培育措施,分別舉辦「體育行政人員專業訓練
」、「運動休閒服務業-推動運動賽會產業化訓
練」及「2006活化大型運動賽會論壇」,總計培
訓400人次。
四、研修體育白皮書
  為擘劃體育中長程發展藍圖,著手推動體育白皮書修訂事宜,已完成各國體育制度比較及重要體育發展議題共16項專題計畫撰述。
五、加強體育運動政策及資訊宣導
  運用電視、廣播、雜誌及報紙等媒體,加強宣傳各類賽會資訊,鼓勵民眾參與運動,增進國民體能、強化競技運動實力,並使民眾了解政府體育運動發展政策內涵,進而協助國家推展體育運動發展計畫。
六、保存與傳承優良體育文物
  賡續輔導「臺灣高爾夫文物館」及「台北縣立板橋體育場體育文物室」辦理體育文物推廣事宜;另輔導行政院南部聯合服務中心、中華民國棒球協會分別辦理「95年運動科學巡迴展」、出版「台灣棒球百年史」乙書及輔導臺灣身體文化學會辦理臺灣百年體育人物誌(二)撰述計畫。
七、辦理95年精英獎頒獎典禮
  9月9日舉行95年精英獎頒獎典禮,計頒發最佳男、女運動員獎、最佳教練獎、最佳運動團隊獎、基層體育奉獻獎、全民運動獎、最佳運動精神獎及終身成就獎等8個獎項。
八、推動業務資訊自動化及強化資訊安全
(一) 建構自動化辦公室環境
  為充實本會資訊基礎建設建構及維護資訊安全,完成入侵偵測系統與垃圾郵件過濾系統建置作業,並為推動各項業務電腦化,提升行政效率與品質,完成10餘項電子表單之功能擴充作業。
(二) 提供無障礙網路服務
  為提供身心障礙者無障礙之網路瀏覽環境,完成本會全球資訊網站改版及網站無障礙化,以提供更優質之網站服務品質。

  1. Formulating and Revising General Laws and Regulations
 The SAC revised regulations governing subsidies for private sports and athletic groups nationwide. The SAC also drew reference from the organizational framework of the International Olympic Committee as well as sports legislation from various other nations and coordinated with the operational models of domestic sports groups in Taiwan in revising the National Sports Act.
  2. Planning the Issuance of a National Sports Lottery
 Measures concerning the administration of a special sports lottery were revised and ratified by the Executive Yuan on October 13, 2006, and promulgated by the Ministry of Finance on October 25. On December 29, the SAC filed an application with the Ministry of Finance for permission to begin issuing sports lottery tickets.
  3. Promoting Development of the Sports Leisure Service Industry
  (1) The SAC provided assistance in promoting the 2006 Taiwan International Marathon with the
  goal ofpromoting local enterprises in conjunction with the race. The SAC also helped promote the 2006 Tour deTaiwan in order to enhance tourism to the island as well as the 2006 International Dance Sport Federation World Cup Ten Dance and Taipei International Open. Efforts were also made to assist the 2006 Sun Moon Lake International Swimming Carnival to help attract tourists to the region.
  (2) The SAC has carried out numerous measures to foster administrative personnel for Taiwan's
  sportsleisureservice sector. These have included holding seminars concerning the professional training of sports administrative, sports leisure service sector training for promoting the commercialization of sporting events and a forum for promoting large-scale sporting events. These seminars helped better train 400 people for work in this sector.
  4. Drafting and Revising the Sports White Paper
 The SAC began to draft a new White Paper on Sports to serve as a blueprint for sports development of athletics in the mid to longterm in Taiwan. The draft incorporated a comparison of the athletic and sports development systems of various nations in coming up with 16 items pertinent to relevant development in Taiwan.
  5. Enhancing Dissemination of Physical Fitness and Sports Policies and Information
 The SAC has utilized various media outlets such as television, radio, magazines and newspapers to get the word out concerning sporting events, encouraging more public participation in sports and fitness activities. Efforts along these lines have also been made to raise awareness local athletes competing internationally and helping the general public to understand government policy guiding the development of physical fitness and sports.
  6. Preserving Sports Artifacts
 The SAC has continually provided assistance in the preservation of Taiwan's valuable sports artifacts. Recently assistance was provided to the Taiwan Golf Museum as well as Sports Culture Life Museum in the Banciao Stadium. Assistance was also provided to the Southern Taiwan Joint Services Center, Executive Yuan, in holding the 2006 Sports Sciences Touring Exhibition as well as to the Chinese Taipei Baseball Association for a publication of a book A Century of Baseball in Taiwan. The Body Culture Society of Taiwan was given assistance as well in the planning and writing of a book A Century of Athletes in Taiwan (Vol. 2).
  7. 2006 Elite Awards Ceremony
 The SAC held the annual Elite Athlete Awards Ceremony on September 9, 2006. Eight awards were presented for the Best Male Athlete, Best Female Athlete, Best Coach, Best Sports Team, Grassroots Contribution Award, Public Sports Award, Best Sportsmanship Award, and Lifetime Achievement Award.
  8. Promoting Automation of Operational Information and Enhanced Information Security
  (1) Establishment of an Automated Office Environment
In order to enhance its information infrastructure and protect information security, the SAC completed the installation of a hacker detection system and email junk filter. In addition, the functions of over 10 electronic forms were expanded to promote the computerization of operations and enhance administrative efficiency and quality.
  (2) Provision of Obstacle-free Internet Services
The SAC completed a revised and obstacle-free version of its global information website to provide the handicapped users with an obstaclefree Internet browsing environment and quality of Internet service.

全民運動處全民運動處

一、提升國民體能與生活品質
   輔導25縣市政府、14所大專校院及民間體育團體協助推動社區、親子、青少年、婦女、銀髮族、身心障礙與原住民休閒體能活動,95年度計推展3,835梯次活動,新增運動人口58萬9,875人。
二、保存發揚固有民俗運動
  (一) 輔導台北市等17個縣市政府配合傳統節慶辦理端午龍舟等傳統民俗體能活動,共計30項(場)次。
  (二) 輔導中華民國太極拳總會等44個團體辦理傳統民俗體能活動,共計86項(場)次。
  (三) 輔導臺北市立教育大學、臺灣武藝文化研究協會等單位團體辦理大型傳統民俗運動展演活動。
三、推展原住民體能活動
  (一) 輔導新竹縣等11個縣市政府輔導原住民鄉鎮市公所辦理各項原住民體能活動,共計70項(場)次。
  (二) 輔導臺灣原住民全民運動會等70個團體辦理各項體能活動,共計96項(場)次。
  (三) 輔導宜蘭縣政府辦理「中華民國96年全國原住民運動會」各項相關籌備事宜。
四、加強推展特殊體育
  (一) 輔導宜蘭縣政府辦理95年全國身心障礙國民運動會,計有24縣市,3,333人參加;另同時辦理活化賽
  會活動,計約有5,000人參加。
  (二) 補助21個活動團體辦理身心障礙休閒性體能活動或研習會等35項次。
  (三) 輔導參加「2006年第九屆遠東暨南太平洋區身心障礙運動會」,計榮獲18面金牌、29面銀牌及22面銅
  牌。
  (四) 委託中華民國殘障體育運動總會、中華民國智障者體育運動協會及中華民國聽障者體育運動協會等辦
  理體能活動、體育研討會、健康體能活動等業務計110項次。
五、輔導非亞奧運團體
  (一) 輔導2009世界運動會舉辦種類之29個全國性團體,辦理奪金計畫專案培訓工作,計有4個運動種類參
  加國際比賽共獲31金10銀18銅。
  (二) 輔導11個具有國際組織之全國性團體辦理39項全國性體能活動。
  (三) 輔導其他88個未具國際性組織全國性團體辦理280餘項全國性體能活動。
六、推展海洋運動
  (一) 基於配合縣市政府推展之實際需要,本年將37位具有海洋運動專長之替代役分由各縣市政府負責管理
  與運用。
  (二) 輔導縣市政府及相關體育團體配合傳統節慶規劃舉辦龍舟競技等計17項活動,參與人數達3萬人以上
 
  (三) 輔導相關縣市政府及全國性體育團體完成32項10萬人次參與之海洋相關活動。
七、加強2009台北第21屆聽障奧運會選手培訓
  (一) 培訓目標以超越上屆聽障奧運會9面金牌數,總排名爭取為亞太第1,世界第3為總目標。
  (二) 選手培訓方式由聽障體協參酌奪金計畫,及本會「國家代表隊教練與選手選拔培訓及參賽處理辦法」
  擬訂相關實施計畫送本會核備,並輔導委雷中華民國聽障者體育運動協會辦理96年度我國參加2009年臺北聽障奧運會16種運動競賽項目培訓選手選拔。
八、辦理各項大型活動
  (一) 輔導中華民國足球協會辦理「2006足球夏令營」活動,約2,877名同學參與。
  (二) 輔導中華民國體育運動總會辦理「全民運動風快樂FUN輕鬆2006年運動嘉年華」活動,吸引約近3萬
  人次民眾前往參與。
  (三) 輔導中華民國健身運動協會辦理「全國慶國慶-全民健身動起來」活動,約5,000名民眾參與。
  (四) 輔導中華民國慢速壘球協會辦理「第4屆總統盃全國慢速壘球錦標賽」,共有1,474隊,4萬4,220人參

Department of Sports for AllDepartment of Sports for All

1. Enhancing Public Fitness and Quality of Life
      Assistance was provided to 25 county and city governments as well as 14 colleges, technical schools, and private sector sports groups in promoting recreational sports activities for families, young people, women, senior citizens, handicapped, and indigenous peoples. A total of 3,835 activities were promoted in 2006, increasing the number of people taking part in sports and fitness activities in Taiwan by 589,875

2. Preserving and Raising the Profile of Folk Sports
   (1) Assistance was provided to 17 county and city governments, including Taipei City, for holding 30 folk sport activities in conjunction with traditional festivals such as the Dragon Boat Festival.
   (2) Assistance was provided to 44 groups, including the National Tai Chi Chuan Association, Taiwan, R.O.C., in holding 86 traditional folk sport activities.
     (3) Assistance was provided to the Taipei Municipal University of Education, Taiwan Martial Arts Cultural Research Association, and other organizations in holding large-scale traditional folk sports exhibition and performance activities.
3. Promoting Indigenous Athletics
   (1) Assistance was provided to 11 county and city governments, including the Hsinchu County Government, in assisting the governments of indigenous townships and cities in arranging 70 indigenous athletic activities.
  (2) Assistance was provided to 70 groups, including the R.O.C. Indigenous Cultural Athletics Association, in arranging 96 athletic activities.
  (3) Assistance was provided to the Yilan County Government for preparations related to the 2007 Indigenous Peoples Games.
4. Enhancing Promotion of Special Sports
   (1) Assistance was provided to the Yilan County Government in holding the 2006 National Sports Meet for the Disabled, which was joined by 3,333 people from 24 counties and cities. Other events in conjunction with the games attracted 5,000 participations.
   (2) Assistance was provided to 21 activity groups in organizing 35 recreational sports activities and seminars for the physically and mentally handicapped athletes.
   (3) Assistance was provided to participants in the 2006 Ninth Far East and South Pacific Games for the Disabled. Taiwan participants won 18 gold medals, 29 silver medals, and 22 bronze medals.
   (4) The Chinese Taipei Paralympics Committee, Special Olympics Chinese Taipei, and Chinese Taipei Sports Association of the Deaf were commissioned to handle 110 activities, including physical fitness activities, sports seminars as well as health and physical fitness activities.

5. Assistance for Sports Groups Not Associated with the Asian Games or Olympics Groups
  (1) Assistance was provided to 29 national sporting groups that will have athletes represent Taiwan in the upcoming 2009 World Games. This assistance was in the form of special training aimed at working toward winning gold medals in their respective events. Athletes from 4 of these groups have already won a total of 31 gold, 10 silver, and 18 bronze medals in international competitions.
  (2) Assistance was provided to 11 international caliber sports groups in Taiwan in holding 39 sporting activities nationwide.
  (3) Assistance was provided to 88 noninternational caliber groups in Taiwan in holding 280 sporting activities nationwide.
6. Promotion of Marine Sports
  (1) Based on actual need of county and city governments, the SAC arranged for 37 men with marine sports expertise partaking in alternative military service to provide marine sports administration and operational assistance for various county and city governments.
  (2) Assistance was provided to county and city governments as well as related sports organizations to hold 17 Dragon Boat competitions in coordination with traditional festival plans. These events drew over 30,000 participants.
  (3) Guidance was provided to relevant county and city governments and national sports groups to complete 32 ocean-related activities that attracted 100,000 participants.
7. Enhancement of Athlete Training for the 2009 Taipei Deaflympics
  (1) Athlete Training for the 2009 TaipeiDeaflympics is being provided to surpass the performance of 9 gold medals in the previous Deaflympics. The goal of the upcoming Deaflympics is to value Taiwan to first in the Asia Pacific region and third in the world.
  (2) Training methods for Taiwan athletes taking part in the upcoming Deaflympics have been drawn up in accordance with the Chinese Taipei Sports Association for the Deaf's own medal plans and have been coordinated with the SAC's training regulations for the participation of coaches and athletes taking part in national delegations. In 2007, the SAC also gave the Chinese Taipei Sports Association of the Deaf assistance in selecting athletes for training preparation in 16 event categories leading up to the 2009 Taipei Deaflympics.
8. Large-Scale Event Organization
  (1) Assistance was provided to the Chinese-Taipei Football Association in organizing the 2006 Football Summer Camp activity, which was saw 2,877 students take part.
  (2) Assistance was provided to the Republic of China Sports Federation in organizing the 2006 Athletic Carnival, which attracted nearly 30,000 participants.
  (3) Assistance was provided to the Health and Exercise Association, R.O.C., in organizing a National Day of Exercise for Health activity that attracted about 5,000 participants.
   (4) Assistance was provided to the Chinese Slow Pitch Softball Association in organizing the Fourth President Cup Slow Pitch Softball Championship; 1,474 teams and 44,220 players took part in the tournament.

一、組團參加2006年第15屆杜哈亞洲運動會

  2006年第15屆杜哈亞洲運動會我國代表團獲9金、10銀、27銅成績,在45個參賽國家及地區中排名第10。
二、辦理「挑戰2008黃金計畫」
  為達成2008年北京奧運勇奪7金目標,成立黃金計畫輔導委員會,重點輔導田徑、游泳、體操、抬拳道、舉重、柔道、射擊、射箭、桌球、羽球、女壘、棒球、網球、高爾夫等14種類運動項目,並遴定95年度菁 英選手24位、A+級選手35位、A級選手84位,共143位,加強輔導及訓練。
三、輔導各地方政府辦理基層運動選手培訓
  積極輔導各地方政府發掘、培訓具發展潛力之基層運動選手,選定重點運動,在各地方政府全面設置基層訓練站,辦理運動訓練相關工作,以厚植重點競技運動基礎。本年度計有25個縣市、218所國小、220所國中、173所高中設置197訓練站、539訓練分站,1萬3,759位選手、804位原住民選手及1,173位教練參與培訓。
四、改善運動成績績優學校運動訓練環境
  依據「行政院體育委員會輔導中等以下運動成績績優學校改善運動訓練環境經費補助原則」,補助運動成績績優之21縣市,計212所學校改善20種運動種類訓練環境。
五、輔導大專校院發展特色運動及改善運動訓練環境
  計補助26所大專校院發展抬拳道等27個運動種類,培訓男性選手557人、女性選手335人,共892名選手。另補助18所大專校院辦理與運動選手訓練或輔助訓練有關之運動科研儀器設備、運動訓練器材購置及其他運動訓練環境改善。
六、積極推動優秀運動選手服補充兵役及替代役制度
  依「國家體育競技代表隊服補充兵役辦法」,自91年起迄95年累計審查通過88名具國家競技運動代表隊資格之優秀運動選手服補充兵役,銜續訓練及維繫運動生命,爭取國家榮譽。另輔導國家運動選手訓練中心辦理服補充兵役、體育替代役等選手之培訓工作,計培訓21隊、選手193人、運科專長人員14人、體育行政專長人員16人、運動傷害防護專長人員8人,合計225人。
七、建立運動員獎勵制度
  為獎勵我國優秀運動選手之卓越表現,本年度核發教練、選手國光體育獎助學金新臺幣9,887萬2,901元,計有教練185人次,選手254人次獲頒獎勵。
八、加強運動科學研發工作
  (一)輔導國家運動選手訓練中心邀集各領域運動科

學學者專家,籌組運動科學及醫療小組,針對培訓選手個別體能及身體狀況,提供各項運動處方意見。
  (二)與台北市立體育學院簽約合作設置國家棒球研
  究發展中心,以全面提升我國棒球運動國際競爭力與棒球研究水準。
  (三)依據「運動科學研究及發展獎勵辦法」,本年
  度計有特優作品1件、優等作品3件、甲等作品3件,計7件作品獲得獎勵。
九、推動運動禁藥管制作業
  本年度辦理運動禁藥檢測計1,237人次;運動禁藥採樣員講習會計2場、146人取得證照;各運動代表隊出國行前講習運動禁藥講座計8場次、參加學員260人次;各單項協會教練及裁判講習運動禁藥講座計37場次,參加學員2,385人次。
十、籌設運動訓練基地
  為提供選手更佳、更多元訓練環境,讓我國選手在國際賽的成績向上提升、創造佳績,設置短期國家選手訓練中心阿里山高地訓練基地。另與國立中正大學簽約成立「中正大學訓練基地」,落實實施「低住高訓」、「高住低訓」訓練策略。

  1. Organizing Teams to Compete in the2006 Asian Games in Doha
      At the 15th Asian Games Taiwan in Doha, the Taiwan delegation won 9 gold, 10 silver, and 27bronze medals, ranking 10th among the 45 participating countries and regions.
  2. Implementing the "Challenge 2008 Gold Plan"
       The SAC set up a Gold Plan Steering Committee, whose aim is to help Taiwan athlete achieve the goal of winning 7 gold medals at the 2008 Olympics in Beijing. The SAC is providing key assistance in 14 categories that include track and field, swimming, gymnastics, Tae Kwon Do, weightlifting, Judo, shooting, archery, table tennis, badminton, women's softball, baseball, tennis, and golf. The SAC selected 143 athletes for intensive training; of those chosen 24 were classified as elite athlete, 35 A+ class athletes, and 84 A class athletes.
  3. Assisting Local Governments with Organization Grassroots Athlete Training
      The SAC assisted local governments in discovering and training athletes in the regions deemed to have potentials. Part of the assistance processes involved selecting focus sports, setting up local training centers, and handling related work issues with the training of athletes. In 2006, a total of 197 training stations and 539 training branch stations were established at 218elementary schools, 220 middle schools, and 173 high schools in 25 counties and cities. These facilities provided training for 13,759 athletes, 804 indigenous athletes, and 1,173 coaches.
  4. Improving the Sports Training Facilities at Schools with Outstanding Sports Performance Records
      The SAC has provided subsidies for the improvement of training facilities for 20 types of sport and athletic events in 212 schools throughout Taiwan that have proven sports performance records. These subsidies were granted in accordance with guidelines for the SAC to provide funding for primary and secondary schools with such performance records.
  5. Assisting Colleges and Technical Schools with the Development of Special Athletic Programs and  Improving Athletic Training Facilities
      Subsidies were granted to 26 colleges and technical schools throughout Taiwan to help develop 27 types of sports and athletic programs that included Tae Kwon Do. These subsidies helped train 892 athletes that included 557 male and 335 female athletes. Subsidies were also granted to 18 colleges and technical schools for the improvement of sports science research and facilities related to athlete training and supplementary training. The subsidies went to the purchase of needed training equipment and to improve the training environments on campuses.
  6. Promoting Alternative or Supplementary Military Service for Outstanding Athletes
      In accordance with regulations governing supplementary service for military personnel on national sports delegations, a total of 88 outstanding athletes who qualified for national competitive sports delegations were approved for supplementary service between 2002 and 2006. This allowed them to continue their training, remain active in the athletic world, and win glory for their country. Moreover, the SAC provided assistance to the National Sports Training Center in arranging training for athletes engaged in supplementary service or sports alternative service. Such training was provided to 225 persons, including 193 athletes on 21 teams, 14 sports science specialists, 16 sports administration specialists, and eight sports injury prevention and care specialists.
  7. Establishing Athlete Incentive Systems
      To provide incentives for excellent performance by outstanding athletes in Taiwan, the Council granted a total of NT$98,872,901 in Guo Guang Athletic Awards and Scholarships to 185 coaches and 254 athletes in 2006.
  8. Enhancing Sports Science R&D
  (1) Assistance was provided to the National Sports Training Center in establishing a Sports Science and Medicine Treatment Committee comprising sports science scholars and experts in various fields. The committee provides opinions on sports prescriptions aimed at the specific physical abilities and physical conditions of athletes in training.
  (2) The SAC signed an agreement with the Taipei Physical Education College to establish a national baseball research and development center aimed atcomprehensively upgrading Taiwan's competitiveness in international baseball as well as enhancing the level of baseball research in Taiwan.
  (3) In accordance with the regulations governing incentives for sports science research and development, the SAC awarded incentives in 7 cases in 2006 that included 1 top-tier, 3 second-tier,and 3 third-tier case classifications.
  9. Promoting Control of Banned Substances in Sports
      In 2006, the SAC arranged for 1,237 tests for the detection of banned substances in athletes. There were also 2 training courses conducted for banned substance testing personnel, which granted certifications to 146 such personnel to conduct said testing. The SAC conducted 8 seminars for various Taiwan sports delegations prior to their overseas trips to compete. A total of 260 people took part in these seminars. There were also 37 seminars given on banned substances in sports for various coaches and referees of various associations that saw a total of 2,385 participants.
  10.Preparing the Establishment of Sports Training Bases
      In order to provide a better quality and more diverse training environment in order to give Taiwan athletes every opportunity to excel in international competitions, the SAC has established the Alishan High Altitude Training Base at the National Training Center. It also signed an agreement with National Chung Cheng University to establish the National Chung Cheng University Sports Training Base to provide high-altitude training for athletes living at low altitudes and low-altitude training for athletes living at high altitudes.

  一、開展國際體育交流
  (一)積極爭辦國際運動賽會
    95年度輔導國內體育團體辦理31項國際正式錦標賽、46項國際邀請賽。
    (二)積極輔導臺北市政府辦理2009年聽障奧林匹克運動會
  協助聽障奧運籌備處有計畫地安排各年度各項工作執行計畫、完成進度,使賽會辦理更臻圓滿;並賡續輔導協調臺北市政府及聽障者體育運動協會,以落實籌辦本賽會之各項目標。
 
 
(三)積極輔導高雄市政府辦理2009年世界運動會
  1. 依行政院核定7項執行策略分期(年)配合高雄市政府規劃辦理是項賽事。
 
  2. 邀請IWGA執委會與各國際單項運動總會(IFS)成員代表來台參加協調委員會(CoCom.Meeting) 、技術代表會議(TD Meeting)及執委會(ExCom. Meeting)等3項工作會議,共同敲定2009世運會的運動競賽種類為正式競賽26種。
  3. 於95年主辦2006年亞洲滑輪溜冰錦標賽、2006年ICF世界龍舟錦標賽、2006年亞洲攀登錦標賽等三大國際賽,以累績主辦賽會經驗。同時,並完成王建民代言2009世界運動會簽約、購買世界運動會色彩意像使用權、確認2009世運會26項正式運動項目中英文名稱、遴定2009世界運動會標示(Logo)等重要工作。
    (四)輔導臺北市政府申辦2009年第121屆國際奧會年會暨第13屆奧林匹克大會,最後雖未申辦成功
  ,但未來本會仍將繼續申辦國際賽會。
    (五)申辦2011年世界大學運動會經行政院核定以高雄市政府代表我國申辦,雖不幸落敗,但申辦過
  程中,對於行銷台灣、加強與FISU聯繫及累積申辦國際賽會經驗方面,均已獲致實質成效。

    (六)參與國際體育運動交流活動
  1. 輔導高中體總組隊參加2006年世界中學生桌球錦標賽,榮獲男生國家隊金牌、女生國家隊銀牌和男女生學校隊各一面銅牌;另在個人賽拿下男生組金牌、銅牌及女子銀牌。
  2. 輔導高中體總組隊參加2006年世界中學生排球錦標賽,獲得男子組亞軍,女子組前四強成績。
  3. 輔導高中體總組隊參加2006年世界中學生運動會,獲得3面金牌、2面銅牌。
   4. 輔導高中體總首次組隊參加2006年世界中學生定向追蹤錦標賽,汲取參賽經驗。
5. 輔導臺北市、金門縣組隊參加國際少年運動會,臺北市獲得6面金牌、1面銀牌、2面銅牌;金門縣獲得1面銅牌。
    (七)邀請國際體壇人士訪華活動邀請51位國際體壇重要人士來台訪問,爭取國際人士對我國的支
  持與認同。
  (八)培訓國際體育事務人才
 
  1. 主辦兩場次「95年國際綜合性運動賽會籌辦人才培訓課程」計有200名人員參加。
  2. 另輔導中華奧會遴派優秀青年代表、國際體育事務人員及國際事務委員會委員等出席相關國際會議或活動計12項次。
    (九)積極爭取擔任國際體育運動組織重要領導職務
 
  1. 協助我國籍國際奧會委員吳經國先生當選國際拳擊總會主席。
  2. 目前我國籍人士擔任國際體育組織職務者計106人。
  3. 目前秘書處設於我國之國際運動組織計有世界花式撞球運動協會、國際木球總會、國際太極拳總會、亞洲運動舞蹈總會、亞洲擊劍聯盟、亞洲空手道聯盟、亞洲暨大洋洲合球聯盟、亞洲合氣道總會、亞洲十字弓總會、亞洲拔河運動總會、亞洲輪椅運動總會、亞洲長春高爾夫總會等12個運動組織。
    (十)加強海外僑社體育活動聯繫
  輔導海外僑社舉辦2006年金山灣區華人運動會、洛杉磯全美華人運動會、南非復活節華僑運動大會;並輔導文化大學籌組體育表演團,赴金山灣區華運會表演,以促進體育交流,宣慰僑胞。

二、加強兩岸體育人員互訪,促進兩岸體育專業交流
  (一)審查大陸地區體育專業人士來臺參訪之專業造詣
  95年審查通過大陸體育人士及運動員來臺計1,149人次,主要來臺人士屬桌球、舞蹈、武術等領域。
  (二)加強兩岸體育人員及運動團隊交流
  1. 中華奧會組織「2006非亞奧運運動競賽種類訪問團」、「2006年運動訓練基地及場 館訪問團」、「2006年體育行政人員訪問團」、「2006年運動休閒服務行銷發展經驗訪問團」、「2008北京奧運籌備情形訪問團」赴大陸參訪交流;大陸奧會組織「2006年大陸金牌教練訪問團」、「2006年大陸體育協會領導人訪問團」、「2006年大陸花式滑冰訪問團」、「2006年兩岸體院師生研習營」、「2006年基層體育行政人員訪問團」來台參訪交流。
 
  2. 中華民國高中體育總會於8月假北一女中體育館舉行「2006年ING海峽高中籃球邀請賽」,並於9月組織「95年中等學校體育行政人員訪問團」赴大陸參訪交流。
  3. 中華民國大專院校體育總會於12月分別辦理「海峽兩岸大專桌球友誼賽」及「海峽兩岸大專排球友誼賽」。另亦於12月組團赴北京、上海參訪中國大陸大學生體育協會暨相關大專院校,並進行座談,以加強兩岸大專體總之交流。

國際體育處Department of International Sports
  1. Developing International Sports Exchanges
    (1) Hosting International Sports Competitions Assistance was provided to domestic sports groups in hosting 31 international official championships and 46 international invitationals.
    (2) Assistance to the Taipei City Government in Organizing the 2009 Deaflympics The Council assisted the Deaflympics Organizing Committee with implementation and achieving progress benchmarks for the annual work plans, which has ensured a more efficient and successful organization of the competition. It also continued to assist and coordinate with the Taipei City Government and Chinese Taipei Sports Association for the Deaf in achieving the various objectives of hosting the Deaflympics.
    (3) Assistance to the Kaohsiung City Government in organizing the 2009 World Games
 
  a. The Council coordinated with the Kaohsiung City Government in planning and organizing the World Games in accordance with the 7 implementation strategy stages (years) approved by the Executive Yuan.
  b. Representatives of the International World Games Association Executive Committee and various international sports federations were invited to Taiwan to participate in the World Games Coordination Committee Meeting, Technical Delegate Meeting, and Executive Committee Meeting. During these meetings it was jointlydecided that there would be 26 types of official competition at the 2009 World Games.
  c. The 2006 Asian S.A. Roller Skating Championships, 2006 ICF Dragon Boat Racing World Championships, and 2006 International Climbing and Mountaineering Organization (UIAA) Climbing Asian Championships were hosted in Taiwan in 2006 to build up experience in hosting large international competitions. Furthermore, Wang Chien-ming was signed as spokesperson for the 2009 World Games, color image usage rights for the World Games were acquired, a list of the Chinese and English names for the 26 sports categories for the 2009 World Games was confirmed, and the logo for the 2009 World Games was selected.
 
(4) Assistance was provided to the Taipei City Government in applying to host the 121st International Olympic Committee (IOC) Session and the 13th Olympic Congress in 2009. Although the application was unsuccessful, the Council will continue its policy of applying to host international competitions.
    (5) Application to Host the 2011 World University Games The Executive Yuan approved the Kaohsiung City Government to represent Taiwan in applying to host the 2011 World University Games. Although the bid was unsuccessful, the application process produced substantive experience in marketing Taiwan, enhancing liaison with the International University Sports Federation (FISU), and bidding to host international competitions.

    (6) Participation in International Physical Fitness and Sports Exchange Activities
  a. The Chinese Taipei School Sport Federation team was assisted in participating in the 2006 World High School Student Table Tennis Championship, during which the Taiwan men's team won the gold medal, the women's team won the silver medal, and the mixed doubles team won the bronze medal. For the individual competitions, the Taipei delegation won the gold and bronze medals in the men's group and the silver medal in the women's group.
  b. The Chinese Taipei School Sport Federation team was assisted in participating in the 2006 World High School Student Volleyball Championships, during which the men's team placed second and the women's team placed fourth.
  c. The Chinese Taipei School Sport Federation team was assisted in participating in the 2006 World High School Student Championship games, during which the Taipei delegation won 3 gold medals and 2 bronze medals.
  d. The Chinese Taipei School Sport Federation team was assisted in participating for the first time in the 2006 World High School Student Orientating Championships, gaining experience in competitionparticipation.
e. Assistance was provided to the Taipei City and Kinmen County teams to participate in the
International Children's Games. The Taipei City team won 6 gold medals, 1 silver medal, and 2 bronze medals; and the Kinmen County team won 1 bronze medal.
    (7) Inviting Important International Sports Figures to Taiwan
  A total of 51 important international sports figures were invited to visit Taiwan to boost support for andrecognition of Taiwan among international figures.
  (8) Training of International Sports Personnel
  a. The Council held two 2006 Training Courses for International Comprehensive Sport Competition Organizers. The courses were attended by a total of 200 participants.
  b. Guidance was provided to the Chinese Taipei Olympic Committee in selecting and sending outstanding youth representatives, international sports personnel, and members of the International Affairs Committee to attend 12 related international conferences and activities.
   
 
(9) Pursuit of Major Leadership Positions in International Sports Organizations
  a. Assistance was provided in the election of International Olympic Committee Member Wu Ching-kuo as president of the International Boxing Association.
  b. A total of 106 ROC citizens currently hold top positions in international athletic organizations.
  c. 12 international sports associations currently maintain their secretariats in Taiwan: the World Pool Association, International Woodball Federation, International Tai Chi Chuan Association, Asian Dance Sports Federation, Asian Fencing Confederation, Asian Karate Federation, Asian and Oceania K o r f b a l l Federation, Asian Aikido Federation, Asian Crossbow Federation, Asian T u g - o f - W a r Federation, Asian Wheelchair Sports Federation, and World Senior Golf Federation.
  (10) Strengthening of Liaison with Overseas Chinese Athletic Activities
     Assistance was provided to overseas Chinese groups in holding the 2006 Chinese American Athletic Tournament in San Francisco, the Chinese American Athletics Tournament in Los Angeles, and the SACSA Easter Athletic Tournament. Moreover, Chinese Culture University was assisted in organizing an athletic demonstration team to participate in the Chinese American Athletic Tournament in San Francisco so as to promote athletic exchanges.

  2. Strengthening Cross-Straits Athletic Exchange Visits and Promotion of Cross-Straits Athletic Exchange
  (1) Examination of the Specialized Attainments of Athletic Professionals from Mainland China who Visited Taiwan for Professional Activities In 2006, the Council examined and approved visits to Taiwan by 1,149 athletic professionals from mainland China for activities mainly in the areas of table tennis, dance, and martial arts.
  (2) Strengthening of Cross-Straits Exchange of Athletic Professionals and Teams
  a. In 2006, the Chinese Taipei Olympic Committee organized the following exchange visits to the mainland by Taiwanese groups: The "2006 Non- Asian Games and Non-Olympic Games Sports Competition Mission," "2006 Sports Training Base and Venue Mission," "2006 Sports Administrator Mission," "2006 Sports and Leisure Service Marketing and Development Experience Mission," and "2008 Beijing Olympic Games Planning and Preparation StatusMission."The Chinese Olympic Committee organized the following exchange visits from the mainland to Taiwan: The "2006 Mainland Gold Medal Coaches Mission," "2006 Mainland Sports Association Leaders Mission," "2006 Mainland Figure Skating Mission," "2006 Cross-strait Study Camp for Physical Education Teachers and Students," and "2006 Grassroots Sports Administrator Mission."
  b. In August 2006, the Senior High Schools Sports Federation held the "2006 ING Taiwan Strait High School Basketball Invitational" at the gymnasium of the Taipei Municipal First Girls High School. In September, the federation organized the "2006 Secondary School Sports Administrator Mission" to visit mainland China for exchanges.
  c. In December 2006, the Chinese Taipei University Sports Federation organized the Cross-strait College and Technical School Table Tennis Friendship Match and Cross-strait College and Technical School Volleyball Friendship Match. That same month it also organized a group to visit university student sports associations and related colleges and technical schools in Beijing and Shanghai. The visiting group held discussions on strengthening exchanges between college and technical school sports associations on the two sides of the Taiwan Strait.

  一、充實改善國民運動環境設施
  (一)為提供民眾完善運動休閒設施,鼓勵民眾從事正當休閒運動,輔助地方政府及
  其他機關規劃或興設自行車道計9案、各類型運動設施計83案及建構「綠色運動休閒網路」,滿足民眾多元運動需求。
  (二)配合「95年全國大專運動會」、「95年全民運動會」,輔助地方政府及其他機
  關改善比賽運動場地設施;另輔助台中市政府興建國際標準棒球場,以作為2006第16屆洲際盃棒球錦標賽比賽場地。
  (三)規劃興建2009年世界運動會主場館,除作為2009年世界運動會開、閉幕主場第
  及相關比賽項目之場地,並成為爭取國際綜合性運動賽會在臺舉辦之基礎。
  二、運動設施之規劃與管理
  (一)為對高爾夫球場建立良善的管理機制,完成「高爾夫球場設置政策環評第1次5年通盤檢討」
  ,供後續研訂「高爾夫球場管理條例」(草案)參據,並陳報行政院審議。
  (二)為確保民眾運動權益,發布「游泳池管理規範」、研修「健身中心定型化契約應記載及不得
  記載事項」(草案),並送行政院消費者保護委員會審議。
  (三)訂定「行政院體育委員會補助地方政府興(整)建運動場館完成營運管理督訪考核計畫」,
  針對曾受本會補助之運動場館進行督訪考核,以提升地方運動場館營運管理效率。
  (四)完成「臺灣北部地區自行車道細部規劃暨結合大眾運動運輸系統研究案」,並持續辦理「臺
